The 2026 Las Colinas Association Annual Meeting of Members will be held on March 24th at 4 p.m. at the Las Colinas Association office located at 3838 Teleport Blvd.
The purpose of this meeting is to elect three Directors to the Board, to consider amending Supplementary Declaration Numbers 164, 165, 167, 224, and 225; and conduct other such business as may be necessary or come before the members.
The Las Colinas Association is governed by non-compensated, volunteer board members, with equal representation for residential and commercial properties and one at-large representative.
Board Terms: The bylaws provide for staggered terms and term limits. Directors are elected for three-year terms on a rotating basis and are limited to two consecutive terms plus any preceding partial terms resulting from an appointment to a vacated position.
During the 2026 Annual Meeting, the LCA Board will seek the election of two new Directors and the re-election of one Director currently serving. Additional information about the candidates is included below.
Position One, Residential Candidate
Prior to founding Urban Engineers Group, Faisal was a Principal at Walter P. Moore & Associates and also worked for the City of Dallas Public Works and Transportation Department.
Faisal holds a Bachelor of Science in Civil Engineering from The University of Texas at Austin and a Master’s degree in Traffic Engineering from The University of Texas at Arlington. He has been recognized for both professional excellence and community involvement, receiving the ASCE Engineer of the Year Award and serving as Past President of the American Society of Civil Engineers.
An active community leader, Faisal currently serves on the board of Alcuin School and his homeowners association and is a member of the City of Dallas Urban Design Peer Review Panel, which focuses on advancing sustainable, public-friendly development throughout North Texas.
A licensed Professional Engineer, LEED Accredited Professional, and Professional Traffic Operations Engineer, Faisal was also honored as a Fellow of the American Society of Civil Engineers. He has lived in Texas for more than 30 years and has called Las Colinas home for the past decade.
Position Two, Commercial Candidate
With nearly 18 years of experience in property management, Erica Gretzler has built her career with AMLI Residential, working extensively throughout the Dallas-Fort Worth area. Currently, she oversees the operations of seven apartment communities, three of which are located in Las Colinas. Erica’s role encompasses budgeting, revenue and financial management, marketing, team building, leadership, and capital projects, providing her with a comprehensive understanding of how to successfully manage and grow a business.
Since 2022, Erica has served as a member of the Las Colinas Architectural Control Committee. Through this involvement, she has gained valuable insight into the operations of the Las Colinas Association and a deep understanding of the community’s architectural standards and code requirements.
Having also lived in Las Colinas for 10 years, Erica brings a personal connection to the community and a unique perspective on its dynamics and needs.
Position Three, At-Large Candidate
Jerry Reis (pronounced Rice) is the founder and managing partner of Property Advisers Realty, Inc., a full-service commercial real estate firm he established in 1994. In 1998, the firm relocated to Irving and is now headquartered in the Hackberry View office building at 2201 W. Royal Lane. The company’s investment arm, PARCapital Partners, is used for asset acquisitions.
Property Advisers Realty has developed, leased, and managed numerous commercial properties throughout the City of Irving. In recent years, the firm sold land in front of its corporate headquarters to FOX4, supporting the station’s relocation from Dallas to Las Colinas.
Jerry has been actively involved in the Irving-Las Colinas community since 1994, serving as a Trustee on the Sumners Foundation Board, which relocated from Dallas to Las Colinas in 2020. He has also dedicated more than three decades to Big Brothers Big Sisters, holding several leadership roles, including Board President, and played a key role in consolidating the organization’s operations into Las Colinas.

The Lakes of Las Colinas (“The Lakes”), a single-family neighborhood, is in part governed by Supplementary Declarations (SDs) Nos. 164, 165, 167, 224 and 225. Each of these SDs amend Article V of the Las Colinas Declaration, including the stipulation that “the front, side, and rear yards must be irrigated by a programmable irrigation system and sodded with grass.” The Lakes is the only Las Colinas neighborhood village that requires rear and side yards to be sodded with grass.
Since its initial development in 2008, a substantial number of properties within The Lakes have made alterations to the rear and side yards, including the addition of synthetic turf, river rock, and/or decomposed granite instead of natural sod. Some of these alterations have been approved through the Architectural Control Committee (ACC), but many have not. To align the requirements of the governing documents with decisions of the ACC and compliance enforcement activities, the proposed amendment removes the stipulation that rear and side yards (behind gates and fences) must be sodded with grass. Modifications to a home’s approved plans will continue to require approval from the ACC.
• Who needs to vote: All Las Colinas Association members — while this change applies to The Lakes, every member is eligible to cast a vote or abstain on all SD amendments.
• Who this directly impacts: LCA Members owning property in The Lakes of Las Colinas.
• What’s being proposed: Removal of the requirement that rear and side yards located behind fences or gates be sodded with grass only, which allows other options such as ground cover, synthetic turf or river rock to be considered.
• What’s not changing: Front yards must still be sodded with grass, and all exterior modifications continue to require ACC approval.
• Important voting note: The proposed amendment applies to five distinct Supplementary Declarations (Nos. 164, 165, 167, 224 and 225). Each SD must be voted on individually.
Each property owner subject to the Las Colinas Declaration is entitled to vote by proxy or in person. The number of votes a property owner may cast is determined by the market value of their property as established by the Dallas Central Appraisal District for the 2025 tax year.
A proxy is included with your Annual Meeting voting package along with a self-addressed return envelope. The proxy must be signed and returned in order to be included in the vote.
